Harlakhi, in Madhubani district is a legislative assembly constituencies comprises of Madhwapur and Harlakhi CD blocks, Manpaur, Karhara, Betauna, Samada, Mahamadpur, Salha and Teoth gram panchayats of Benipatti community development block. The assembly segment of Harlakhi lies in Madhubani Lok Sabha constituency. It has 2,41,686 voters of whom. 1,25,804 men and 1,15,874 are women.
One of the ten assembly constituencies located in the Madhubani district of Bihar, Harlakhi is currently represented by Shaligram Yadav who won the seat by defeating his nearest rival and sitting Communist Party of India (CPI) MLA Ram Naresh Pandey by a margin of 6659 votes in the last general assembly elections to the state held in 2010. Shaligram Yadav, who contested on the ticket of Janata Dal (United), polled 30281 votes, Ram Naresh Pandey secured 23622 votes and was followed by Ramashish Yadav of the Rashtriya Janata Dal (RJD) who got 20572 votes.
Md. Shabbir, who contested on the ticket of the Congress, came fourth with 18276 votes. In 2010, the congress had won only four seats in 2010 assembly polls to Bihar. The Janata Dal (United), which went to the polls in alliance with the BJP in the last assembly polls in Bihar, claimed 115 constituencies.
Shaligram Yadav had been earlier elected from the Benipatti assembly constituency in 1995 and 2005.
Earlier Ram Naresh Pandey had emerged victorious from the seat in both the assembly elections in 2005. On both the occasions, he had defeated Sitaram Yadav of RJD who had defeated him 2000. It has to be noted that Bihar went to the assembly polls twice in 2005 because the earlier one held in February threw hung assembly necessitating the holding of the second assembly polls in the month of November of the same year. Ram Naresh Pandey was elected from the seat in 1995 when he defeated the sitting Congress MLA Veena Vadani Pande.
Harlakhi assembly seat had sent Baidyanath Yadav of the CPI to the Bihar legislative assembly in 1962, 1967 and 1977. In 1980 he was defeated by Mithilesh Kumar Pandey of the Congress who also went on to win the seat in the next assembly elections in 1985.
Harlakhi is one of the six assembly constituencies that fall under the parliamentary constituency of Madhubani which is currently represented by Chaudhary Hukmadeo Narayan Yadav of the BJP who retained it by defeating his nearest rival Abdul Bari Siddiqui of the RJD by a simple margin of 20,535 votes in the last Lok Sabha general elections in 2014.
Rashtriya Lok Samata Party (RLSP) has fielded Basant Kushwaha to take on Mohammed Shabbir from Congress. NDA candidate Basant Kushwaha is resting its hopes on the upper castes and OBC Vaishya-dominated segments of Madhubani, Benipatti and Harlakhi. Vaishya and Brahmins make up 15 and 35% of the population in the constituency respectively.
Whereas Congress candidate Shabbir is relying on high profile campaigns by central leadership including Sonia Gandhi and Rahul Gandhi. JD(U) and RJD party workers are expected to give a firm support to the Congress candidate. JD(U) member Shaligram Yadav represents the Harlakhi constituency in the assembly. Yadav got 30,281 votes in the assembly election held in 2010.
He beat CPI's Ram Naresh Pandey by 6,659 votes. The assembly segment of Harlakhi lies in Madhubani Lok Sabha constituency.
