The huge margin by which TMC won the seat in a bye-poll in 2014 is testament to the strong sway of the party in the constituency. The bye- poll was necessitated due to the resignation of then sitting Congress MLA Soumitra Khan who later joined TMC and was elected from the Bishnupur parliamentary constituency as a TMC MP. Soumitra Khan had emerged victorious from Katulpur seat in 2011 by defeating CPM candidate Purnima Bagdi by just 1433 votes.

Katulpur assembly seat is currently held by the TMC MLA Shyamal Santra who won it by defeating his nearest CPIM rival Sital Kaibartya by 40357 votes in the bye-election to the seat in 2014. As said earlier, Soumitra Khan had won the seat in 2011 on behalf of the Congress.
Barring 2011, the CPIM had won all the assembly elections to Katulpur since 1977. While Gunadhar Choudhary represented the seat from 1977 to 1987, Gouri Pada Dutta was elected in 1987, 1991 and 1996.
One of the seven assembly segments in the Bishnupur parliamentary constituency, Katulpur, which was made a reserved seat for the scheduled castes from 2011, covers Deshrahkoyalpara, Gopinathpur, Katulpur, Lego, Mirzapur and Sihar gram panchayats of Katulpur block; Gelia, Jagannathpur, Kuchiakol, Maynapur, Salda, Uttarbarh, Hetia, Routkhanda and Shyamnagar gram panchayats of Joypur block.
Katulpur is located in Bankura district of West Bengal. There were 190151 electors who were eligible to vote in the 2011 assembly election to Katulpur. Of these, while 99341 were male voters, 90810 were women voters.
