Parsa is a legislative assembly constituency with 2,34,719 eligible voters amongst them there are 1,25,228 men and 1,09,490 women. The Parsa assembly constituency comprises Parsouna, Shankardih, Bahar Marar, Anjani, Marar, Banouta, Baligaw and Anyay gram panchayats of Parsa community development block and Dariapur community development block. Parsa is located in Saran district and a part of the Lok Sabha constituency.
Located in the Saran district of Bihar, Parsa is currently held by the Janata Dal (United) whose candidate Chhote Lal Rai retained the seat by defeating his nearest rival Chandrika Rai of the Rashtriya Janata Dal (RJD) by a margin of 4689 votes in a bipolar contest in the last assembly elections to the state in 2010.
In that election, while Chhote Lal Rai, who had also won the seat by defeating Chandrika Rai in the previous assembly elections in October/November in 2005, had obtained 44828 votes, Chandrika Rai, a five term former legislator, received 40139 votes and was distantly followed by independent candidate Ritesh Kumar Roushan who managed to get 4619 votes.
In the previous assembly elections in October/November in 2005, Chhote Lal Rai had emerged victorious from the Parsa assembly seat by trouncing the sitting MLA Chandrika Rai by a margin of 10373 votes.
Earlier Chandrika Rai was elected from the Yadav dominated Parsa assembly seat five times in a row in 1985, 1900, 1995, 2000 and the February elections in 2005. While he won the seat in 1985 on the ticket of the Congress, his victory in 1990 came as an independent. He emerged victorious in 1995 on the ticket of the Janata Dal which later split into several splinter groups like RJD, Janata Dal (U), Samajwadi Party, Biju Janata Dal BJD), Janata Dal (Secular) etc. Chandrika Rai contested the Parsa assembly seat in 2000 and February 2005 on the ticket of the RJD.
Parsa is one of the six assembly constituencies that combine to form the parliamentary constituency of Saran which is currently represented by BJP Union minister Rajiv Pratap Rudy who won the seat in the 2014 Lok Sabha elections by trouncing former Bihar Chief Minister Rabri Devi by a margin of 40,948 votes. While Rudy polled 355120 votes, Saleem Perwez of the JD (U) was relegated to the third place with 107008 votes.
Other five assembly constituencies that are parts of the Saran parliamentary seat are Chapra, Marhaura, Garkha, Amnour and Sonepur.
