Kumhrarh is a legislative assembly segment is part of the Patna Sahib Lok Sabha constituency, There is a total of 3,43,465 people of the Kumhrarh assembly segment of whom there are 1,88,722 male and 1,54,718 female. It consists of Patna Municipal Corporation's Ward Nos. 14 and 16 to 22 of Patna Rural community development block.
One of the assembly constituencies located in the Patna district of Bihar, Kumhrarh had elected in the last general assembly polls to Bihar in 2010 Arun Kumar Sinha of the BJP who had trouncing his nearest Lok Janashakti Party (LJP) rival Md. Kamal Parwez by a thumping margin of 67808 votes.
In the only assembly election to Kumhrarh, which came into being before the last general assembly elections in 2010 following the recommendations of the Delimitation Commission, while Arun Kumar Sinha, currently BJP chief whip in Bihar assembly, had polled 83425 votes, the LJP candidate received 15617 votes and forfeited his deposit.
The Congress nominee Kapildeo Prasad Yadav came third with 9215 votes.
In 2010 the Janata Dal (United) did not field its candidate for the Kumhrarh assembly seat because it was in alliance with the BJP at that time. However, as things stand today, the BJP and the JD (U) have parted ways and the Lok Janashakti Party (LJP), then an ally of the RJD, is now a part of the BJP led NDA, the ruling dispensation at the Centre.
In 2010 the BJP had won 91 seats whereas the JD (U) managed to claim 115 seats, becoming the single largest party. While the RJD put up a dismal performance with only 22 seats, the Congress was able to win only four.
Kumhrarh is one of the six assembly constituencies that unite to form the Patna Sahib parliamentary constituency currently represented by Shatrughan Sinha of the BJP who retained the seat by defeating his nearest Congress rival Kunal Singh of the Congress by an impressive margin of 2,65,805 votes in the last parliamentary elections in 2014. The JD (U) candidate Dr. Gopal Prasad Sinha was relegated to the third place.
Digha, Bakhtiarpur, Bankipur, Patna Sahib and Fatuha are the other assembly constituencies falling under Patna Sahib Lok Sabha seat.
Akhil Haider from Congress is pitted against the sitting BJP MLA Arun Kumar Sinha. Arun Kumar from BJP won the 2010 assembly election with a margin of 83,425 votes against his nearest rival in Kumhrar. Interestingly, CPI has fielded Mohan Prasad in Kumhrar. MLA Arun Kumar Sinha contesting from Kumhrar once again assures that if he will be elected again, he will focus more on addressing the biggest pet peeves in his area – drinking water supply and water logging issue. Two-time MLA from the Kumhrar constituency (elected in the year 2005 and 2010), Kumar says he wishes to get a place in the cabinet this time if his party is chosen to power.
